Open the Catia V5 application. The assembly workbench is opened it is default. Close the assembly workbench and Go to START--->MECHANICAL DESIGN---->SKETCHER, Now enter the part name what you want and click the enable hybrid design checkbox and ok.
Select YZ plane and click sketch tool.
Draw as shown in fig. by using profile and tangent arc tools and constrain this using constrain tool.
Now click edit multi constraint tool to enter the actual dimensions. In the current value enter the dimensions given in the drawing.
Select the sketched element and select mirror tool and click vertical direction (Y-Axis).
Now pick centered rectangle and draw as shown in fig and constrain this using constraint tool.
